In an antitrust dispute involving the scope of the Airline Deregulation Act of 1978, 49 U.S.C. section 41713, judgment of the district court dismissing case is affirmed in part and vacated in part where the Act preempts state regulation of foreign airline carriers, but district court erred in denying motion to amend complaint to state federal claims.
